You can do it at various places

1. via implicit enhacnemnt in include LCOKOF25 subroutine CUA_FILL_EXCL_TAB
2. ENHANCEMENT-POINT co_zf_built_fcode_excl_tab_02 SPOTS es_saplcozf. in function module CO_ZF_BUILD_FCODE_EXCL_TAB.  Add ok code FREI in EXCL_TAB.

You will basically add FREI ok code to be excluded which will disable the release button.
